Magnet Rise only becomes available after finishing the main story of Pokémon Pokopia.
Once the credits roll and the player loads back into the world, Ditto will return to the same location where the mysterious tower used to stand earlier in the game. After the ending events, the tower is gone and a large hole remains in its place.

collect them immediately.
For the Streetlight, any variant works. Many players craft a

The last item, the Control Unit, requires a short trip. Players must travel to Sparkling Skylands, specifically the northeast island filled with ruined offices and buildings. A Control Unit can be taken from one of the structures there.
After collecting all the parts, return to the Withered Wasteland and place the 
Factory Storage habitat. Once the habitat is built, speak to Magnemite again to finish the quest.
Magnemite then teaches Ditto the Magnet Rise transformation.
What Magnet Rise Does
Magnet Rise transforms Ditto into Magnemite, giving the player a completely different way to build and interact with the world.
