Before you can even think about befriending Mewtwo, you need to reach the Sparkling Skylands, the final area of Pokemon Pokopia. If you have not unlocked it yet, focus on progressing through the main story first. There is no shortcut here.

Once you arrive in the Sparkling Skylands, your first task is building the Waterside Dinghy habitat to meet Dragonite. This will be one of the first objectives the game hands you upon arrival. After completing it, head to the island featuring the tall metal tower to begin Tinkatuff's storyline. Work through Tinkatuff's quests until the game asks you to restore the Skyland Building.
