The Withered Wasteland
Water Wheel puzzle in Pokémon Pokopia catches a surprising number of players off guard. You can stumble across both wheels early in the game, get one spinning, and then hit a wall with the second. The reason is simple: the game locks the full solution behind a special ability you haven't earned yet. Once you know what to do and when to do it, the whole puzzle clicks into place.
Why Can't You Activate Both Wheels Right Away?
The puzzle is split into two distinct parts, and the game does not tell you that upfront. The first
Water Wheel can be activated relatively early by opening a small channel that redirects
water flow into the mechanism. That partial fix gets the first wheel turning, and it can feel like progress, but the second Water Wheel is a different story entirely.
The second wheel requires you to physically carry
water and deposit it in the correct position. Without the ability to absorb and place
water, there is no way to feed the second mechanism. Visiting the area too early just leaves you staring at a stationary wheel with no obvious solution.
How to Activate the First Wheel
Head to the Withered Wasteland area and locate the
water wheel setup. Near the first wheel, you will find a small opening or gap in the
water channel. Interact with it to open the flow.
Water will redirect into the wheel and start it spinning.
That is all there is to the first wheel. It is a straightforward environmental interaction, and you can complete this step without any special abilities unlocked.

Piplup's
water abilityHow to Unlock the Ability for the Second Wheel
This is the step that most players miss. To activate the second
Water Wheel, you need an ability that lets you suck up
water and place it wherever you choose. Here is how to get it:
- Travel to Bleak Beach and start progressing through the quest line there.
- Continue far enough through the Bleak Beach quests to unlock
Piplup. - After unlocking
Piplup, complete the Pip Event. - Once the Pip Event advances far enough, you gain the
water absorption ability.
That ability is exactly what the second wheel needs. According to multiple guides covering Pokémon Pokopia, the Pip Event is the specific trigger that grants
water manipulation, so do not skip any steps in that quest chain.
How to Fix the Second Wheel
Once you have the
water ability from the Pip Event, return to Withered Wasteland and follow these steps:
- Locate a body of
water in the Withered Wasteland area. - Use the absorb action to
collect
water into your reservoir. - Move to the second
Water Wheel mechanism. - Place the
water down in the position that feeds directly into the wheel. - Confirm both wheels are now spinning.
